The Helsinki Principle 3 (HP3) workstream hosted a discussion on a joint paper on fossil fuel subsidies by the Netherlands Bureau for Economic Policy Analysis and the Netherlands Environmental Assessment Agency "Abolishing fossil fuel subsidies: a brain teaser rather than a no-brainer."

Professor Herman Vollebergh, co-author with Corjan Brink, Arjan Trinks and Peter Zwaneveld, presented how they used both the inventory and price-gap approaches in the Dutch context to measure which policies directly or indirectly support fossil fuel consumption and to what extent their removal would facilitate the climate transition.

Participants discussed the practicalities of measuring of fossil fuel subsidies and ways to incorporate such measurement in the political process.
